Stoere, age 65, remains in office, but the government faces hurdles to pass significant policies, as much of its agenda will depend on coalitions with multiple parties. Key debates are likely to be over increasing taxes for the wealthy, ending oil exploration, and whether Norway's $2 trillion sovereign wealth fund should divest from Israeli companies.

Progress Party Surges
While Labour retained power, the election results showed rising support for the populist right. The Progress Party, led by Sylvi Listhaug, won 48 seats, more than double its total tally last election and its best showing to date.

Listhaug, age 47, campaigned on promises of large tax breaks, attacking what she called wasteful spending on foreign aid and subsidies of green energy. With her admiration for Ronald Regan and Margaret Thatcher, Listhaug gathered strong support from younger voters, especially young men.

Political Landscape Shifts Right
While Labour prevailed, the results indicate a broad shift by Norwegian voters towards conservative policies. The increased fortunes of the Progress Party point to an increasing tolerance of anti-immigration and populist platforms taken up by growing segments of the electorate.

Former Prime Minister Erna Solberg's Conservative Party will also be present in parliament, although without the populism that accompanies right-wing parties in much of Europe, and none of the right-leaning parties have connected with the likes of US President Donald Trump, focusing instead on issues of domestic concern.

As Stoere begins his second term, the key will be attempting to balance the demands of coalition parties with rising living costs and international issues raised by the wars in Ukraine and Gaza.
