The Nature of the Attacks
The SBU notes that the planned directed destabilization of the situation in Kyiv, as well as the "contract killings of famous Ukrainians." Based on these investigations, the SBU has determined that the main planner was a resident of Crimea, and after Crimea was taken by Russia in 2014, he began working in tandem with Russia's intelligence service.
The recruit in Crimea allegedly attempted to recruit Ukrainians, including friends, who were mobilization exempt from mobilisation. The recruit from Crimea, who the FSB recruited, has reportedly entered Kyiv by way of third countries, and was tasked with finding a secret location to retrieve a Makarov pistol, which was intended for the killing of a media figure.
Charge on the Suspect and Investigation
The SBU indicated that the recent investigation uncovered the suspect's acts before they were carried out. This has allowed the SBU to document the contact with the FSB, as well as prevent the acts from transpiring. Ukrainian investigators have documented the recruiter in Crimea under three articles of the Ukrainian Criminal Code - high treason, terrorism and illegal handling of weapons.
The recruiter is allegedly hiding in a region occupied by Russia.
