Zelenskyy, Trump Discuss Patriot Missiles and Peace Talks

The trip gave Zelenskyy an opening to strengthen America's military commitment to Ukraine at a moment when ties between Kyiv and Washington feel warmer than they have in quite a while. Even so, Washington has been slow to release aid already promised to Ukraine, and Graham's passing means Kyiv has lost one of its most dependable champions on Capitol Hill.

Patriot Interceptors Take Center Stage
Speaking with reporters, Zelenskyy said he pressed both Trump and members of the Senate on Ukraine's urgent need for anti-ballistic missile systems and interceptors, while also praising newly advanced US legislation aimed at tightening sanctions on Russian energy. He noted that Ukraine already has drones capable of taking down Iranian- and Russian-made drones, but said the country still lacks enough firepower to counter Russian ballistic missile strikes.

"The real problem is anti-ballistic systems and anti-ballistic missiles," he told reporters following his meeting with senators, adding that he made Ukraine's requirements clear.

Earlier in the day, Zelenskyy posted on Telegram that his talk with Trump touched on a pledge the American president made at this month's NATO summit: granting Ukraine the license to manufacture its own Patriot interceptors domestically. That weapon system has become critical for Kyiv, since it remains the only tool in Ukraine's arsenal able to shoot down incoming ballistic missiles, and supplies have been running dangerously thin as Russian air assaults intensify. In a later appearance on Fox News' "Hannity," Zelenskyy said Trump had agreed to move forward on granting those production licenses.

Diplomacy and Industry Talks Continue
Zelenskyy also flagged the importance of reviving diplomatic efforts to end the war, now stretching into its fifth year. According to two people familiar with the matter, American envoys Steve Witkoff and Jared Kushner, Trump's son-in-law, have agreed to travel to Ukraine for the first time as part of a renewed push to mediate between Kyiv and Moscow. Both men have previously traveled to Russia and met directly with Russian President Vladimir Putin several times since Trump took office again in January 2025. Zelenskyy mentioned last week that he'd already discussed the possibility of fresh talks with the two envoys, though no firm date for the Ukraine trip has been set.

Separately, Zelenskyy revealed he met with representatives from Lockheed Martin, the world's largest defense contractor and a key producer of Patriot interceptors, saying teams from both sides are already working toward co-production arrangements as quickly as possible.

After attending Graham's funeral, Zelenskyy spent close to an hour talking with senators before heading into the Senate chamber to watch a vote on a bipartisan sanctions package targeting Russia, legislation Graham had pushed for years and which Trump backed just days before the senator's death. Zelenskyy called the sanctions pressure on Russia "very important," saying it would limit Moscow's ability to fund the war while showing continued American solidarity with Ukraine. Senate Minority Leader Chuck Schumer echoed that sentiment, telling reporters the vote sends a message that Putin cannot bully Ukraine and that America stands firmly behind Kyiv.

The visit came shortly after a Pentagon letter to lawmakers revealed the administration doesn't plan to finish distributing $400 million in already-approved Ukraine aid until fiscal year 2029, a delay that has drawn criticism from Democrats and some Republicans alike. Relations between Trump and Zelenskyy, which were rocky earlier in Trump's term, have warmed as Ukraine has notched battlefield gains, including stepped-up strikes on Russia's oil industry.

Graham, a South Carolina Republican, died suddenly of a heart ailment on July 11 at age 71. Known as one of Trump's most outspoken allies and a longtime defense hawk, he had visited Kyiv just a day before his death, marking his tenth trip to Ukraine since Russia's 2022 invasion began.
