The Toa Payoh's captain initially refused to cooperate with the EU mission when approached, a response that prompted the Italian military to escalate. A boarding team was deployed from a helicopter launched by the Thaon di Revel, the EU flagship for the EUNAVFOR MED Irini mission, and personnel were placed aboard the vessel to carry out the inspection directly. Despite the initial resistance, the operation proceeded without serious complications and was wrapped up within around two hours.

EUNAVFOR MED Irini does not carry the authority to seize vessels during verification boardings of this kind, meaning the Toa Payoh was released following the inspection rather than detained. However, the documentation gathered during the two hours spent aboard the tanker was being reviewed after the operation concluded, and a source familiar with the mission noted that the material collected could still be used by national authorities as the basis for a formal sequestration if subsequent analysis supports that course of action.

The Broader Crackdown on Russia's Shadow Fleet
Sunday's boarding follows a similar operation conducted on July 20, when Irini forces intercepted and boarded the MV South Star, another tanker suspected of operating as part of Russia's shadow network under a false flag. The two operations within such a short period reflect a clear intensification of European scrutiny over vessels believed to be helping Russia continue profiting from oil exports despite the sanctions imposed following the invasion of Ukraine.

The European Union has sanctioned a significant number of ships it has identified as part of the shadow fleet, a network of tankers used to transport Russian oil in ways that bypass Western restrictions. EUNAVFOR MED Irini was originally established in 2020 as a mission to enforce a United Nations arms embargo on Libya, but EU member states have since expanded its mandate to include verification boardings of suspected sanctions-evading vessels. Russia did not issue any immediate response to Sunday's operation.
