Putin Grants State Power to Seize Unprotected Sites

What the New Decree Allows
Under this presidential decree, the state can now assume temporary control over facilities considered vital to national security, a move that lands at a moment when Ukraine has ramped up drone strikes on oil refineries and retail storage sites. Specifically, the decree allows authorities to seize physical assets, financial holdings, and even formal ownership rights, but only in cases where the companies responsible for these sites are judged to have failed at protecting them, or have dragged their feet on repairs following an attack.

The scope is fairly broad. It covers fuel and energy operations, industrial sites, communications networks, transport systems, logistics hubs, and any other facility deemed essential to keeping the country and its population secure and economically stable.

Officials Downplay Nationalization Fears
First Deputy Prime Minister Denis Manturov moved quickly to reassure the public that this isn't a step toward nationalizing private industry, nor will it be applied broadly. Speaking to a Russian news agency, he clarified that the decree isn't about transferring ownership at all. Instead, he framed it as giving the state a role in managing certain enterprises, but strictly to address specific security concerns as they arise.

This development follows closely on the heels of another order Putin issued just last week, directing the government to begin rebuilding commercial warehouses that have been damaged or destroyed in recent Ukrainian strikes. Those attacks have taken a real toll: Ukraine has hit at least two dozen warehouses belonging to Wildberries, Russia's largest online retailer, since July 18, wiping out a significant portion of its storage capacity in the process. Adding to the pressure, Ozon, Russia's second-largest online retailer, reported on Monday that four of its logistics centers in southern Russia had also come under attack.
