Polish Teen Drowns During Scout Camp Swim, Triggers Nationwide Checks

Emergency Response After Fatal Incident
This week, Minister of Education Barbara Nowacka ordered regional school inspectors to conduct urgent checks at all current and planned scout camps. Her announcement came after a meeting with education officials and leaders of scout groups to discuss security in youth programs.

The ministry also announced that it would collaborate with various scout groups on creating stricter safety measures and stopping such tragedies from occurring. "We will develop that into solutions around how we can make camp safer for individuals that come here," the statement said.

Nighttime Challenge Ends in Death
The teenager, identified only as Dominik by the media, died July 23-24 as he was trying to swim 500 meters across a lake. At the time, he was wearing a full apostolic scout uniform and boots, media reports said. The challenge reportedly was a part of an assignment to gain rank in the Polish Scouting Association of the Republic.

Two young supervisors — including a 21-year-old troop leader and a 19-year-old lifeguard — have been charged with involuntary manslaughter and endangerment of the boy's life. They could spend up to five years in prison if convicted. Both deny wrongdoing.

Reforms by Scout Group and Ministry Initiatives
Anna Malinowska, the head of the Scouting Association of the Republic, said that the organization had begun an internal audit to examine any systemic failures and to raise the level of camp safety.

The education ministry also announced that it would bring forward new legislation proposals by the autumn. They would redefine who is eligible to oversee youth camps, increase the burden on government inspectors, and by singling out boys' camps, possibly violate the Equal Protection Clause of the Constitution. The public will get to weigh in on the proposals once they are written.

Dominik's death has prompted profound questions about youth safety, supervision, and the pressures to progress in organized scouting systems in Poland.
