President Donald Trump has instructed the Pentagon to significantly cut back joint military exercises with South Korea, pointing to the expense involved and Seoul's decision not to join US-led actions against Iran. The move came just hours before this year's drills were set to kick off, and it's already stirring up fresh questions about the future of the decades-old alliance between Washington and Seoul.

Trump's Message and North Korea's Role
Taking to his Truth Social platform, Trump made clear he wasn't pleased that the US had agreed to take part in the exercises this year. He also used the moment to highlight what he described as a strong personal rapport with North Korean leader Kim Jong Un. In his post, Trump argued that the drills carry a hefty price tag and send the wrong message to a neighboring country that, in his view, has remained peaceful and respectful throughout his time in office.

This year's Ulchi Freedom Shield exercises are scheduled to continue through August 27, with roughly 18,000 South Korean troops taking part. Despite Trump's comments, South Korea's Joint Chiefs of Staff confirmed the drills began on Monday as originally planned, though officials declined to weigh in directly on the president's remarks. Government offices in Seoul stayed quiet too, partly because the announcement landed on a public holiday there.

A History of Mixed Signals
This isn't the first time Trump has pushed to scale down military cooperation with South Korea. Tension over how to split the costs of stationing around 28,500 US troops in the country has been a recurring sore spot between the two governments. North Korea, meanwhile, continues to blast the joint exercises as thinly veiled invasion rehearsals, and Pyongyang recently fired a ballistic missile off its eastern coast, marking its second such launch in a short span.

Analysts suggest Trump's latest decision could be an attempt to open the door to renewed diplomacy with Kim, something he's expressed interest in since returning to office. Still, some experts note that the sudden, informal way this decision was announced likely won't carry much weight with North Korean officials. The relationship between the two leaders has swung wildly over the years, from public insults and threats to face-to-face summits and warm words, though none of it has changed North Korea's continued development of nuclear weapons and missile technology.

Trump also brought South Korea's Iran policy into the conversation, noting that he'd asked Seoul to join efforts aimed at pressuring Iran over its nuclear program and that the country had turned down the request.

Economic Tensions Add to the Strain
Beyond the military side of things, the two countries have been dealing with friction on trade as well. A trade agreement signed last year was meant to ease Trump's tariffs on South Korean autos in exchange for a $350 billion investment commitment from Seoul, but specifics of that investment plan still haven't been made public. There's also an ongoing dispute involving Coupang, a US-listed e-commerce company that South Korean regulators are investigating over a major data breach.

Some former officials familiar with the administration's thinking say Trump appears increasingly frustrated with what he sees as reluctance from South Korean President Lee Jae Myung's government to resolve these economic disagreements and follow through on investment commitments.

As for how the drills themselves might be reduced, it remains unclear. In recent years, the exercises have already moved away from large-scale live-fire drills toward computer-based simulations covering missile defense and cyber threats.
